<p>
	A children’s nursery has been ordered to take drastic measures to comply legal requirements for early years provision.
</p>

<p>
	Evergreen Children’s Day Nursery in Swinton has successfully implemented measures set by Ofsted following an inspection in June.
</p>

<p>
	The facility on Manchester Road was served with a ‘welfare requirements notice requiring it to undertake a series of actions.
</p>

<p>
	It was told to ‘implement effective systems to ensure all staff working with children are suitable; to ensure all designated safeguarding leads receive training enabling them to identify, understand and respond appropriately to possible signs of abuse and neglect and to provide support, advice and guidance as required; and to ensure children’s behaviour is managed effectively’.
</p>

<p>
	The Ofsted report said the focus of its visit was to check whether the provider had met the safeguard and welfare actions raised following an inspection on June 23.
</p>

<p>
	“We found that the provider had updated their recruitment procedures to ensure all staff have effective suitability checks in place prior to working with children,” the report said.
</p>

<p>
	“We are satisfied that the provider has met the safeguarding and welfare actions raised.”
</p>

<p>
	Evergreen Children’s Day Nursery has been contacted for comment.

	You may remember George Shepherd our favourite Eccles photographer who held a record breaking photographic exhibition at Eccles Community Art Gallery in May 2019 that was viewed by several thousand people, well we have even more good news about him for you.
</p>

<p>
	The amazing thing about the Eccles exhibition was that his daughter, Angie was aware that her father George was a keen amateur photographer and when she heard that he was about to chuck out his collection of negatives from 1963 - 1980 into the bin after being stored in a box in his bedroom, thankfully she sprang into action.
</p>

	As we know, now they were saved for posterity which led to not only the Eccles Art Gallery show but George having an exhibition at Salford Museum and Art Gallery in 2021 and many of the images were purchased by the British Cultural Archive.

	You can imagine my delight when last night, Angie sent me over four, colour photographs that George had taken in the early 1960s which had never been seen before.

	She has since informed me that she has discovered several hundred colour prints and negatives showing everyday life in Eccles and Patricroft from 1950s right up to the year 2000 and will share some with me when she has finished collating them.

	This is fantastic news, George who will be 90 at Christmas is a true gentleman. a dapper dresser in a shirt and tie, I think the world of him, and these newly discovered photos will surely merit an exhibition of their own in a local gallery and then one of the major galleries surely?
</p>

	I also doff my cap to Angie for saving these photos from the bin, they are rare social documents showing all aspects of life, work and leisure in the Eccles and Salford area and I can't wait to see more of them!

	The images are of people of interest to the investigation and police now seek the assistance of the public to identify those pictured in the images.
</p>

	The first of three impressive towers in Salford has been completed. Cortland at Cortland Yard is a glass-clad 50-storey ‘build-to-rent’ property.
</p>

<p>
	It has been constructed by Manchester developer Renaker for real estate investment, development and management company Cortland.
</p>

<p>
	The property has 559 one, two and three-bedroom apartments with more than 25,000 sq ft of amenity space, and features a three-storey brick podium level which will include shops restaurants and bars, creating an attractive neighbourhood at street level. 
</p>

<p>
	Also included in the scheme is “Greengate Park” – 0.6 acres of public realm with seated and lawned areas, which will provide high-quality amenity for residents and non-residents.
</p>

<p>
	<strong>Renaker chief executive Andrew Lofthouse said:</strong>

	“The completion of Cortland is an exciting and significant step in the delivery of the Greengate masterplan. 
</p>

<p>

	Hundreds of people have slammed plans to build more than 300 ‘aspirational’ homes on field’s in a leafy Salford suburb.
</p>

<p>
	Property giant Peel L&amp;P’s bid to launch the first phase of its development for land east of Boothstown on the doorstep of RHS Bridgwater is due to come up before the city’s planning councillors before the end of the year.
</p>

<p>
	The application seeks full planning permission to initially build 65 homes on the northern part of the site with vehicle access from Occupation Road, together with public open space, a children’s play area and enhancements to existing foopaths and cycleways.
</p>

<p>
	It has been submitted with an application for outline permission for a further 285 homes.
</p>

<p>
	Estimates say the initial 65 homes could go for between £240,000 and £350,000, but the others could fetch upwards of £700,000 each. Five-bedroom homes in Worsley are currently being marketed at up to £1.9million.
</p>

<p>
	Details of the application are on Salford city council’s planning portal, but the website does not state how many objections there are to the plan. However, the Local Democracy Reporting Services understands that they number at least 520.
</p>

<p>

<p>
	The slice of land has been allocated for development in Greater Manchester’s masterplan – Places for Everyone (PfE) – which is a guide to the delivery of new homes over the next 15 years.
</p>

<p>
	Peel’s 111-page design and access statement which accompanies the planning application points out that the site has been “specifically identified in PfE to be developed ‘at a low density and to an exceptional quality, primarily targeting the top end of the housing market with the intention of attracting and retaining highly skilled workers within Greater Manchester’.” 
</p>

<p>
	However, Conservative councillors on the city council – including group leader Coun Robin Garrido and a leading member of RAID (Residents Against Inappropriate Development) – are already lined up against the plan.
</p>

<p>
	Meanwhile, Peel which owns the entire site and together with its housebuilding company Northstone, is promoting the site for ‘new, high quality residential development’.
</p>

<p>
	If it goes ahead, the new homes will be set in landscape ‘rich in biodiversity, which will encourage a healthy and active lifestyle’. 
</p>

<p>
	“The neighbourhood will include children’s play facilities, fitness trails and improved connections with RHS Garden Bridgewater (RHS) and the Bridgewater Canal,” the statement says.
</p>

<p>
	The site is just over a mile from Junction 13 of the M60 Motorway and covers 57 acres mainly of agricultural grassland.
</p>

<p>
	“It is positioned in close proximity to existing communities,” the statement goes on. “It adjoins the community of Boothstown to the west of the site, and Worsley is located to the east. This a vibrant and attractive part of Salford with a diverse range of amenities, which is popular and highly sought after by working-age families and aspirational homebuyers.”
</p>

	The Salford Lads' Club, a historic landmark immortalised by The Smiths in their album artwork, has long been a breeding ground for budding artists. The Height's decision to perform there was a bold one, as the venue carries a sense of legacy and prestige that few newcomers can match.

	Word of The Height's impending gig at Salford Lads' Club spread like wildfire. Their social media buzzed with anticipation, and tickets sold out within days of going on sale. The band's rise to popularity was attributed to their links to Smith guitarist, Johnny Marr, who has supported lead singer John Denton this year through grant funding. Most recently, Johnny described John as ‘the real deal’ in a Radio 2 interview.

Bass player Brandon added, ‘We are launching our new EP at the gig and we hope we sell all the copies and raise lots of money for this amazing charity’.

	The band kick off their set with their hit single, "One to Another," a song that had become an anthem for Salford City FC. It was also used to launch their new kit this season. It has been featured on playlists worldwide and has gained interest from record labels, management companies and Indie music fans. Dummer, Ted explained, ‘We chose this set-list to show off all of our new material and get the crowd going with some Manchester and Salford anthems!’.

	We were told that the Stanley Arms on Liverpool Road and corner of Eliza Ann Street, Patricroft had been included in the 2024 CAMRA Good Beer Guide and I for one was delighted with this news.

	The Stanley is a small typical street corner pub, Grade 2 Listed building with original Edwardian bar fittings, etched windows, a magnificent tiled passageway with Art Nouveau tiles and more importantly the beer... Joseph Holts... is marvellous.

	The Landlady Sarah Kassim-Brookes certainly knows how to not only serve a good pint but run a pleasant, welcoming and traditional pub as the locals will testify.
</p>

<p>
	If you have never visited the pub I urge you to call in, it's worth a visit to marvel at the pubs interior and enjoy a drink in the main room, or the vault...yes there are only the two rooms but an ample sized beer garden has been added at the rear of the pub.
</p>

<p>
	We are losing our pubs at a rate of roughly 25 a week and Eccles and Patricroft has suffered losses over the years but we can't afford to lose anymore and certainly not this little gem of a pub, call in and see Sarah you'll get a warm welcome, guaranteed.

	Salford City Council has agreed to spend almost £1.3million of Section 106 money.
</p>

<p>
	The money will be spent as match funding towards Chapel Street East Phase 1 and New Bailey Gateway Phase 2. 
</p>

<p>
	Section 106 contributions can be sought from developers towards the costs of providing community and social infrastructure, the need for which has arisen as a result of a new development taking place.
</p>

<p>

</p>

<p>
	The scheme offers five acres of public open space, a mix of high-quality homes, new walking and cycling routes, family-friendly spaces, and a new community hub.

	Most of the current shops in the retail park would be demolished apart from the Sainsbury superstore.
</p>

<p>
	In their place, the developers Henly Investments promise Regent Park will lead the way in modern urban living and create a new community that Salford can be proud of.
</p>

	The scheme will overall deliver 3200 homes with a mix of apartments for affordable homes, first time buyers and downsizers
</p>

<p>
	There will be a thriving village square close to Ordsall Lane and Community hub and Salford’s first urban park in a generation which promises to match Manchester’s Mayfield in terms of ambition
</p>

	People and not cars will be the focus of the site with underground car parking for residents
</p>

	Residents will have a chance to comment on the proposals at community drop-in evening from 3pm until 8pm at Salford Lads Club (M5 3SA) on Friday 6 October 2023.

	The Range is to open four new stores across England and Wales before Christmas and one of them is opening in Walkden.
</p>

<p>
	The home, leisure and gardens retailer is to open the new store within the Ellesmere Shopping Centre, with work currently under way and job being advertised to local people.
</p>

	The store will span three of the empty units between the M&amp;S Foodhall and Pets at Home and will be opening in time for the festive season.
</p>

<p>
	The Range already has one store located at West One Retail Park in Eccles so a second will be a welcome addition and mean that people do not have to travel as far.
</p>

	Greeater Manchester Police's Transport Unit officers spotted a Ford EcoSport in Salford overnight which failed to stop.
</p>

<p>
	Police say that a pursuit ensued with the vehicle later being abandoned on Tootal Grove.
</p>

<p>
	Unfortunately for the two occupants the  pursuing officers were too quick for them and police say that they’ve subsequently been booked into their 'local B&amp;B with full en-suite facilities'.
</p>

<p>
	After checks it was found that the vehicle was outstanding stolen and on false plates.
</p>

<p>
	It had been stolen from an address in Salford earlier in the day.
</p>

	It has been confirmed that the budget retailer behind the Poundland and PepCo chains is to set up shop in the former Wilkinson store in Eccles.
</p>

<p>
	The store will be opening its doors to the public much sooner than anticipated after a deal was struck earlier in the month, following the collapse of the well known Wilko brand.
</p>

<p>
	Staff are busy filling the shelves with goods and a notice has now been placed upon the stores windows stating that it will be open on Saturday 30th of September between the hours of 8am and 6pm.
</p>

<p>
	It is unclear as to how many (if any) of the former Wilko staff have retained their jobs but we do hope so, especially local legend Daniel whose quirky nature and fantastic sense of humour kept us going back into the store.
</p>

<p>
	I remember little over a month back, popping into the store wearing my batman t-shirt and when it came to pay, Daniel asked me if I would be using my Bat Visa which had me laughing in the isles, as I walked away with my shopping he gave me a nod and a wink and said, your secret is safe with me Mr Wayne.
</p>

<p>
	How he knew I was a crime fighting leather clad masked vigilante is anyone's guess? I had a smile on my face as I headed home in the Bat Mobile.
</p>

	Businesses of all sizes are inviting their local community into their factories for behind-the-scenes tours and demonstrations as part of the annual celebration of UK manufacturing convened by Make UK.
</p>

	This year there are six events taking place in Greater Manchester, covering a wide variety of industries. This includes Salford based Atec Engineering Solutions.
</p>

<p>
	Atec Engineering Solutions, a specialist provider of engineering solutions for the defence industry and a range of other sectors, will be providing a tour of its facility in Salford, along with live demonstrations of some of its equipment and machines.
</p>

<p>
	Salford Mayor, Paul Dennett, signed a 12 month contract with green energy supplier Drax Energy Solutions for a 100KW supply of renewable sourced energy to thousands of Salford properties over the next 12 months.
</p>

<p>
	The mayor said that the 12-month contract provided the best value and will result in a total cost of £4,676,038 to the authority. This amounts to a reduction in costs of £3,413,199 (42.2%) for the term of the contract.
</p>

<p>
	A 24-month contract was considered but it is thought that it would have limited the cost reductions to 39%.
</p>

<p>
	Drax operates a portfolio of sustainable biomass, hydro-electric and pumped hydro storage assets across four sites in England and Scotland.
</p>

<p>
	Drax will provide 100% green energy contract at no additional premium, with the new contract therefore being 100% renewable source.
</p>

<p>
	Procurement of a green energy contract demonstrates the Council’s support for the generation of electricity from renewable sources and its commitment to corporate social responsibility, whilst addressing climate change.
</p>

	The council states that energy contracts must be renewed on an ongoing basis following a fixed period of contract duration, as failure to renew will result in the default deemed contract rates being applied which would be considerably higher.
</p>

<p>
	The length of a contract is variable from 12 months and up to several years, subject to wholesale price movements and suppliers’ risk appetite.
</p>

<p>
	The previous contract was agreed at the height of wholesale energy market volatility, where prices had reached new record levels that necessitated government intervention in the form of price relief scheme for the non-domestic market, known as Energy Bill Relief Scheme (EBRS).
</p>

<p>
	This scheme was applicable for 6 months from October 2022 to March 23 and provided some financial assistance towards the overall costs associated with this contract.
</p>

<p>
	Market volatility has now eased off to some degree since last year with overall trend being downward and wholesale prices therefore being much lower compared to those seen a year ago.  
</p>

<p>
	Whilst wholesale prices have eased off, the non-commodity fixed costs are seeing an increase because of inflation and the proportion of unit cost of electricity made up of non-commodity elements is therefore increasing over time.  
</p>

<p>
	However, with the fall in wholesale prices being much bigger, the net result of overall cost of energy will be lower.
</p>

<p>
	The downward trend in wholesale markets provides the opportunity to explore varying contract durations, which along with market conditions, provides the opportunity to consider more than a single option.  
</p>

<p>
	Ultimately the 12-month contract provides better value and an overall cost reduction that will help in easing budget pressures for the council over the course of the next year.
</p>

	Soapworks based internet service provider 'Talk Talk' is set to 'Demerge', splitting its operations into three separate businesses which could result in up to 50 job losses at it's Orsdall HQ.
</p>

<p>
	The long-established internet and phone provider which boast over 4 million broadband customers, is looking to sell parts of their business starting with its business-to-business (B2B) arm. 
</p>

<p>
	In order to do this the firm will have to make changes which will result in it being split into three separate entities, namely TalkTalk Consumer, TalkTalk Business Direct and the Wholesale Platform.
</p>

<p>
	It is thought that the transition will be completed by 1st of March 2024, with changes expected in top positions. 
</p>

<p>
	TalkTalk was formed by the merger of Sir Charles Dunstone’s Carphone Warehouse Group and Opal Telecom, founded by Irlam entrepreneur Neil McArthur. 
</p>

<p>
	It seems that there is some urgency to the demerger with TalkTalk as a whole having a £330m revolving credit facility due to mature in 2024 November and a further £685m worth of debt which is said to be due to mature in February 2025.
</p>

<p>
	A recent change in interest rates would mean that the company would suffer from increased borrowing costs.
</p>

<p>
	The job losses are expected to come as a result of redundancies.
</p>

	During an online Microsoft Teams meeting held at 10am this morning, attendees were assured that public notices informing the public of an online planning hearing appeal 'HAD' been posted on Lampposts and buildings along Lansdowne Road within the statutory 21-day period.
</p>

<p>
	Sharron Owen, a senior environmental crime officer told the attendees that she visited the area herself to post notices to buildings and lampposts and collected photographic evidence which had been made available to the chair. Additionally she said that she had spoken with a number of local residents who 'wanted to know what it was about' as well as local businesses including 'Lanes For Dranes', during her visit to the area.
</p>

<p>
	However, there was some confusion when it was disclosed that one of the notices had been posted in the 'closest Library they could find', which happens to be in the neighbouring ward of Winton, to which Councillor Mike McCusker pointed out that the library does not lie within the electoral ward of Monton and therefore would had not easily been seen by locals.
</p>

<p>
	Salford and Eccles MP, Rebecca Long Bailey questioned why if what Mrs Owen had said was correct, the local public had seemingly only recently become aware of the notices, prompting concerns to be raised on social media.
</p>

<p>
	Emma Dring, a barrister for the Environment Agency replied that "It happens" as she maintained that from the EA's perspective, the hearing should be allowed to continue to go ahead.
</p>

<p>
	Rebecca continued, asking why notice had not been posted through letterboxes of residents along the road, along with those living on the Bellway estate, to which she was told that there was no requirement to do so.
</p>

<p>
	Councillors Mike McCusker and Nathanial Tete pointed out that the reference number on the notices failed to bring up any information when entered into the online case portal, Councillor August added that even the online meeting was not advertised on internal systems. 
</p>

<p>
	It was explained that the reference number was indeed correct but the information pertaining to the case is not posted to the portal, with the number solely added to the notice to allow members of the public to use as a reference for contact.
</p>

<p>
	The Councillor, MP and a member of the local community association (Lisa Muir) asked that the meeting be postponed to give time to form an adequate response, something which was echoed by the applicants who asked for a public meeting to be held so that members of the public could attend in person. Mrs Muir told the attendees that residents have a real fear over what is within the planning application.
</p>

<p>
	Representing the applicants Tom Fisher (CEO of GM Recycling Limited) and his father Brian Fisher (Beneficial owner of the site), Mike Mathews said that given the storm which had developed, it would be wise to postpone the meeting and spend some time in consultation with the public to enable all sides to receive a fair hearing, adding that both he and his colleagues were happy to engage with the local community during a publicly held meeting.
</p>

<p>
	The online meeting was adjourned for 30 minutes to allow the chair (Ms Jennifer Savage - Case Officer at The Planning Inspectorate) to reflect on what had been said as well as take into account comments which had been received via email from concerned members of the public.
</p>

<p>
	Upon continuation of the meeting the chair said that it would be remis to ignore the comments made and that it would be unfair to proceed any further with the meeting today, adding that it was in everyone's interest to adjourn and postpone the meeting.
</p>

<p>
	Emma Dring, representing the Environment Agency agreed, with representative for applicant Mike Mathews adding that he respects the chairs decision and could not fault the logic.
</p>

<p>
	It was agreed that time would be given for the public to be allowed to read and understand the application, during which a further publicly held meeting could be arranged for interested parties to attend, raise their concerns and have their say at a later date.

<p>
	You may be aware that I have a love of my hometown Salford and all things connected with it, especially social aspects such as Cinemas, Music Hall, Pubs, people, and places, so I was delighted to discover these theatre posters in Salford Local History Library, which had previously been in cabinets and rarely looked at, but now on open display.
</p>

<p>
	Before we get to talk about the artistes on these wonderful posters a quick reminder of these venues and a brief history.
</p>

<p>
	Salford Windsor Theatre started life as The Royal Hippodrome Theatre and opened in 1904, seating 1,800 on three levels, it attracted such names as W.C. Fields. and possibly Chaplin no proper evidence though, Len Johnson the boxer gave exhibition bouts on stage, in later years stars such as Hylda Baker, Tessie O' Shea, Tommy Cooper and Roy Castle trod the boards.
</p>

<p>
	With the advent of television the theatres suffered badly and in 1955 it changed it's name to The Windsor Theatre putting on variety shows and pantomimes, with the so called slum clearance of Hanky Park the theatre was demolished in 1962, Thorn Court now stands on the site of it.
</p>

<p>

	Victoria Theatre, Broughton opened in 1900 is a beautiful Grade !! listed building, which like all theatres has transitioned from being a variety theatre, cinema and finally a Bingo Hall closing it's doors in 2012,
</p>

<p>
	I can recall seeing Charles Hawtrey there in Pantomime in the 1960s and he obviously had taken a drink shall we say.I was lucky enough to be allowed in in 2013 and filmed the incredible, architectural features, ornate plasterwork which has to be seen to believed, a group called Salford Victoria Theatre Trust are campaigning to restore the theatre and get it reopened.
</p>

<p>
	Let's take a look at The Windsor Theatre poster from February 1958, for many people that date is synonymous with the Munich Air Disaster of February 6th 1958.
</p>

	Phyliss Dixey aka "Queen of Striptease" was an English actress and singer who rented The Windmill Theatre in London and put on "Tableaux" shows, these were women with strategically placed feather boas who were forbidden to move by the Lord Chancellor or else, but were very popular throughout the country.
</p>

	The Victoria Theatre posters are a real peep into the past, with such names as Arthur English the original "Spiv" in films and in later years appearing in, Are You Being Served and Till Death us do Part.

	Ken Platt a Lancashire comedian whose catchphrase was.." Allo, I wont take me coat off..I'm not stopping" he was a household name appearing on many radio variety shows and TV shows such as, The Good Old Days.
</p>

<p>
	Roy Rolland  was an actor who was an understudy for Arthur Lucan's Old Mother Riley character who eventually took over the act and changed the name to, Old Mother Kelly when Lucan died, he went on to have a long career and appeared on several Danny la Rue shows.
</p>

	Many of these names on these posters did achieve some fame whilst others faded into obscurity, but I am so pleased these have survived and are on display after all these years.....I fear I am becoming a Luvvie...

	<span style="font-size:20px;">•           The whole length of the road has been resurfaced with new, clearer road markings and signage and the road has been designated a red route clearway to keep traffic flowing. It means drivers who park on footpaths can be given a fixed penalty notice.</span>

	<span style="font-size:20px;">•           Every bus stop now has a shelter and high kerb to make getting onto and off buses easier and five new waiting areas have been created so passengers don't block the paths. All the footpaths have also been re-laid.</span>

	<span style="font-size:20px;">Trafford Road is one of the busiest roads in Salford and the work has improved its capacity to handle road traffic as well as providing better facilities for pedestrians and cyclists. It's part of a Greater Manchester-wide programme to create the largest joined up system of walking and cycling routes in the UK to reduce the number of cars on the road and ease congestion for everyone.</span>

	Residents living on Lansdowne road in Monton were shocked to find notices pertaining to proposals for a 'household and industrial waste transfer and treatment plant', posted to lampposts in the area.
</p>

<p>
	The notices mysteriously appeared, notifying residents of an online Microsoft Teams meeting which is to be held tomorrow (Tuesday 26th September) at 10am.
</p>

<p>
	We understand that the reason for the hearing is due to an appeal by <strong>Manchester Recycling Limited</strong>, who were refused a permit last May by the <strong>Environment Agency</strong>.
</p>

<p>
	Both residents and local councillors are outraged at the lack of notification over the hearing and have voiced strong opposition, stating the clear lack of consultation.
</p>

<p>
	Salford Media has it's ears closely pressed to the ground on planning matters and even this one managed to swing past us, this is the first we have heard of a hearing being held and it would seem that we are not alone as the council were seemingly kept in the dark too.
</p>

	As many of you are aware, Monton has retained one of the most vibrant high streets in the city, a destination for food and drink and entertainment. Local residents and business owners have voiced their concerns to us regarding not only the smell from the site but also the increased industrial traffic in the area, and rightly so.
</p>

<p>
	The economy of Monton is heavily reliant on customers to it's many bars and restaurant's, many of which have made considerable investments in outside dining areas. So as you can imagine, it would have a detrimental impact on the local economy should customers be put off from the stench which would undoubtedly radiate across the area from the site. It's no wonder the plans were refused in the first place.
</p>

<p>
	As for the online meeting, it is our opinion that it would be insulting to suggest that such a detrimental appeal should be heard online. Evidence clearly shows that many of the residents in the area are elderly and not everyone has access to a computer or Microsoft Teams.
</p>

<p>
	It is also unacceptable to expect local residents to phone or email for a link to the online meeting, the link should be made public for all to attend.
</p>

<p>

	It is our opinion that any such hearing should be held properly at a venue within the area, so that members of the public can physically attend to voice their concerns. The planning inspectorate should understand that not everyone has access to the internet and anything less would be restricting those who wish to use their voices to challenge such an appeal from doing so.
</p>

			"All three Eccles Labour Councillors strongly oppose this development.
		</p>

		<p>
			"We were as shocked as everyone else when the notices went up on the lampposts - neither councillors nor the Council itself were notified of this hearing.
		</p>

		<p>
			"We have called for the hearing to be pushed back, given that there has been no consultation with the community, the information on the notice is incorrect, and the documents are not available on the website.
		</p>

		<p>
			"Once we have all the information, we will be able to make a robust legal argument as to why this should not be going ahead, and support our community to make their voices heard."
