Hugh is described as 5ft 5in tall, of medium build with short dark brown hair. It is believed he may be wearing a navy blue Ellesse bubble coat, blue jeans, a blue Fila jumper, dark Adidas trainers and a navy Lacoste bobble hat with grey stripe.
Officers are becoming increasingly concerned for Hugh and want to make sure he is safe and well.
